Preventing pollution is always helpful. The record of business has been that if they are not penalized for polluting, they will pollute. If social facilities are not provided to maintain a clean water supply, the water supply will not be clean. If there is a will, there is a way.

Perhaps you should consider reposting this to the "Questions" section of the site, since this posting doesn't really offer a solution, but calls into question the conventional solution. That is good and important, but it might be a better fit elsewhere on the site.
