Can the citizens bring a lawsuit vs the Mayor and or the city for illegally closing the New Haven Veterans Memorial Coliseum without following the procedures outlined in the state and city documents that created the Coliseum (and Coliseum Authority) when it was built?

And/or for closing the Coliseum without any public hearings, votes, referendums, or neutral studies/analysis?
