1) I suggest that there be a flat tax ceiling, say of 30% of ALL income.

Anyone who wanted to could pay this instead of his Income Tax, Social Security tax, and his Employers part of Social Security tax.

What this would show, I think, that almost no one pays more than 30% of their total income in federal taxes and that if we do consider these 3 income related taxes we really have a reasonable flat tax in truth.

2) As time proceeds the rate could be decreased toward the 20% that the Federal expenses really are, and the other way for computing federal taxes could increase to compensate so that there would be a tendency to move people toward the simpler system.

3) If we needed to complicate this with special situations, I'd at least suggest that they be via partial matching government funds "on-top" of the tax. Thus if we wanted to subsidize 25% charities, then after the 30% tax was payed, the person could take their charity payments and request that the government pay them, say 25% of their payment. That way the cost of any such subsidy would be both above the line and also any person, rich or poor would get the same subsidy.

Although I agree in principle, 15% is high enough when all are taxed.
