Why don't airports in cold climates embed heating elements in the runways--they could be activated to keep the runways clear of snow and ice.

I suspect that it will take an enormous amount of energy to do what you envisage, but this would not be a bad idea if that were the only problem pilots had to deal with. However, in cold weather conditions, weak visibility, ice on the aircraft’s control surfaces, and strong wind all play a role in making flying a difficult operation.
