After attending a outside party the other weekend I came up with this idea after watching all the smokers throw their butts on the ground. First of all I myself am a non-smoker and am sick of seeing cigeratte butts everywhere. The idea: a biodegrateable cigeratte butt. It would have to deteriorate using either soil or water (most likely water). The problem, when a person smokes a cigeratte they put it in their mouth which will get it wet. How can it be made so that it won't deteriorate while being smoked and still be effective as a normal filter? Any suggestions?

I have no intimate knowledge of plastics, but I do know that some are sensitive to ultra-violet light. So exposure to sunlight might do the trick.
Another idea that has been proposed is 5 cent deposits on cigarette butts. Even if you don't return them, others may have a motivation to collect them.

Introduce:1. Fake cigarettes that wouldn't light (analogous to sterilizing male mosquitoes to reduce its population)in a pack to confuse the smoker.2. Butts that "explode" upon hitting the ground. Or butts that burns itself instantly upon hitting the ground.3. Declare cigarettes as "weapon" that wouldn't be allowed in airplanes.4. Butts should have barcodes that could be traced to the owner.5. Install "butt" cameras on major intersections and freeway exits that would take the offender in action and send fine notices. 6. Hide "winner" prizes in the butt so smokers wont throw them away.

Use a modified material for the filter. The filter is preserved while in the package by a coating on the filter fibers. The chemical components of cigarette smoke and the hot gases might be able to liquify the coating and allow the fibers to start breaking down when exposed to moisture. Food for the natural bacteria of the environment. Though, I'm not sure if nicotine would ever allow bacteria or fungus to digest the filter fibers.
Why not just a small, flat, pocket-sized container to put them in? I am a smoker, AND a rational thinking human-being that believes that practicality is the key to making an impact on society.
