I have a house near a busy main road - and the traffic noise is slowly getting worse as the volume of traffic increases and the trucks get bigger and louder. Really good double-glazing is expensive and does not eliminate the noise.
Sound countering technology has been developed by the military and audio equipment manufacturers to reduce/eliminate background noise by effectively playing a sound that is the exact opposite of the unwanted noise. This is found in headphones.
Sound is transmitted through objects my small vibrations.How about a device that sits outside the house, listens to the outside noise, and then vibrates the windows in an opposite way to counteract it.
There would be a huge market for such technology - not just in homes and offices but in vehicles such as cars, trucks and planes.

Would someone who is an expert on noise cancellation please reply re, would this work in this situation? If it can, it would make life a lot more pleasant for a lot of people. As you say, putting effective sound insulation in houses is very expensive, especially for a retrofit. Having good storm windows and keeping them in place year round is a good start, but sound goes thru the walls too. And if you want to use a window A/C, you lose your sound insulation on the window. And sleeping with the window(s) open is out of the question.
I'm facing the same problem and love the idea, so if anyone can point us to such a device, please do. I've heard of something similar (a prototype developed by a British professor) but as far as I know, nothing is on the market yet.
I just thought of this exact idea. It's needs to be like the Bose Technology - but without the headset.
The cancellation speakers is the problem, but a Japanese company just created a device that make plants speakers.
I think it's possible with the technology out there.
Tall privacy fencing along the noise source is a good way to reduce the noise.
