We have the Sports Channel, we have the Food Channel, we have the Shopping Channel, we have the Cartoon Channel, and we have the Music Channel. Now it's time for The Car Channel! Our country is obsessed with cars. Nearly everyone owns a car. I'm sure there would be a huge audience for The Car Channel. At first there'd probably be mostly a lot of car races but then programming would begin to diversify. Car manufacturers have lots of money to spend. They'd be ecstatic to have such a captive audience. Information about automobile innovations, trends in marketing, and technology breakthroughs could provide the grist for brand new shows. Maybe Car Talk could graduate from radio to television. How about The Car Trivia Show? Or interviews with Jay Leno and Jerry Seinfeld with their extensive car collections. The possibilities are almost endless. And the best part? All car advertising could be shown ONLY on this channel.

This is pretty close to what you are talking about. With time they will probably morph into more areas of automotive interest. Or maybe they'll spin off another channel that focuses more on the motor and less on the sport. Although, if you look at the bottom of their Programs page you'll see a listing of Automotive programming not necessarily dedicated to racing.
