I propose that each driver be required to put window decals on the front and rear windshield of their car that indicate the number of accidents they have caused in the past five years. I think that such statistical information would enable people to avoid accident prone drivers. "Oh, the SUV ahead of me has a red sticker, maybe I'll hang back a little..." Peter.

This sounds to me like a modern version of the scarlet letter. I doubt drivers would get enthusiastic about it.
Are you comparing a state licensed inability to drive to an adulterous affair? I'm not sure I see the parallel.
How about we also include the age of the driver? Statistics show that certain age groups have a greater risk of an accident.
this could be coded onto peoples registration stickers, this way no one would be able to get around having it. might be kinda hard to see though.

I like it. Since it does seem like a punishment, then perhaps it could be mandated in lieu of points against a driver's license. If in fact it effectively makes bad drivers safer (by shame or through warning others away), then it is truly a helpful solution. A study is needed to see how effective it is.
The only problem I see with that is that it's up to the insurance companies to decide who was at fault, and they often decide to blame the driver with the smallest wallet.
What if you could forge the stickers! I think I would Go flying through traffic "Outta my way, I got 4 reds!"
Sounds like "cruel and unusual punishment," which is constitutionally illegal in the United States. (Though some cities and states get away with it.)
But a car is not necessarily associated with a person. I can drive one of three cars, but would I have stickers for myself and stickers for my wife and kids?
