The idea, which would require implementation on all future phone sold and have a 2-4 yr phase-in plan revolves around ALL phones have a "silent/vibrate" mode. And all phones (irregardless of the network provider) recognizing a set broadcast signal. If in the area of such a signal, any mobile device would automatically go into vibrate/signal mode. Thus preventing the annoying ring in the middle of the theatre, church service, funeral, etc. However, it is of note that some individuals are on 24 hr emergency call. These individuals could register with their providers as an "emergency personel" (example...the fire Chief of NYC).

All modern phones do have a no-ring mode(at least the ones I came accross.
At a technical level, the transmitter could transmit a small coded signal on a message that the phone would detect and disable ring, unless that feature is diabled by the provider.The signal would be coded to let the phone know that the trasnmission IS in fact a ring-silence signal, and whom the transmitter belongs to (either in text, and/or as an ID one could look up in a database). Like commecial 2-way and broadcast transmitters, an establisment that wishes to use such a transmitter, will have to get a license, which can be revoked if the license is abused, or the equipment is used ouside of the terms of the license.
and as it could generate revenue for service providers as additional equipment it could just happpen...
(as they'll implement anything if it means more $$$)
Why not find ways to turn sensitive areas into mobile dead-zones? These would be an extension of Faraday cages, which create areas of electromagnetic isolation. Just encase these areas with a layer of conductive metal via metal-laced paints, conductive doors and windows, and there you have it.
