The big Internet institutions like ICANN, VERIsign and others should go together and make a software-eqvivalent to T-cells that could be allowed to spread on the net similar to normal viruses. This way, newbies and un-secured computers could be indentified and their owners or ISP's notified/taken off net or even patched automatically for known vulnerabilities. I don't think the normal user would mind at all.

I agree with this. I had a similar idea. Virii were first made as a help in administrating networks, eg. Yankee Doodle but got to big in a senso of the power that viral code can present. There are also problems with this, virus writers could utilize TCell to their advantage, but it is my opinion that this is an idea that should be persued.
