I don't have all the info on it, and I don't have all time to work out the details, and logistics of it but here goes. The General Service administration aquires fleet vehicles for common use for the government and government agencies. The vehicles are anything from a compact loaner sedans, police cruisers, maintenance trucks, utility trucks, and construction equipment. Rather then keep these vehicles in service, and pay for upkeep and maintenance the GSA sends them to auction after hitting a certain miliage, or exceeding the cost of replacement. Many of these vehicles are in prime condition still, and end up in car dealerships with little maintenance. I suggest that a jump start program be formed, to comb the pre-auction line up for just these kinds of cars, pay a flat price for them, and offer them to people under the poverty line. Dealerships get big by ripping people off. Many of the GSA cars sell at auction at a fraction of what dealerships charge. Charity programs like food stamps, or social security, have ceilings of how much you can make to receive benefits. I think this in a way contributes to what keeps people poor. If someone had a car, they could work anytime they need too, as much as they need too, and repair their credit (state credit unions would have to offer CU rates and low monthly payments, -this also means the state gets more for the car). To be eligible applicants would have to have a squeaky clean backround, and demonstrate that they would benefit from having a car. This also means that people born into poverty that are otherwise good, don't have to get into drugs or whatever to get a car. There are also many that don't have any skills that could now hold jobs that require odd hours. I imagine a state run dealership that can sell a car to nearly anyone. Military personel could get discounts there, poor people with clean backrounds could afford a car there, and people that want a good cheap car could go there and not get ripped off. On top of all this, the dealership would be self sufficient, and also chip in it's excess revenue back to the state.

I should also ad: There are 100,000s unregistered, uninsured, unsafe vehicles on the road operated by low income people/families. That contributes to 1,000s of incidents to bad statistics, from accidents, equipment failure, pollution, and lost lives. There are 100,000s of repossessions each year, that also wreaks havoc on the economy, and the lives of those repossessed. Fed, and State Governments tax Everyone, and breaks, and incentives are usually given to people that don't need them. The Government gets vehicles like this all the time, and pass the savings on to the highest bidder, 8 times out of 10 a company or individual that will turn a profit on them. This can mean inconsistant return on vehicle investment. Cars can go dirt cheap, or occasionally more then what they paid for. Driving and car ownership is a privilege and responsibility this program would make it easier for law abiding citizens to acquire them, to promote those that would contribute to society. In almost every classified help wanted ad I've seen in the paper, there are dozens of semi permanent ad's for drivers (couriers, delivery, etc), and HVAC, Maintenance, plumbing workers that need their own car, truck, or van.

well let's think about this the gov usually gets vehicles that they need or use for a reason. so when they get rid of them it is only fair that everyone has a chance at these vehicles dealers or not everyone has to make a living even dealerships. you also have to then figure out where the poverty line is you can't say "oh, you make to much money to buy these cars!" that wouldn't be fair to anyone because why can't those people start their own dealership and start ripping off people so they won't be poor anymore. also how is the gov suppose to get some of there money back for the vehicles if you set them all at a flat rate so the poverty stricken can buy them then they would have to raise taxes to compensate. also you are talking about if they have a clean background, why can't someone with a not so clean back ground have one if they are poverty stricn as well, also everyone has millions of choices to make in their lives and going to drugs or getting a car will not change someone, they will still be how there parents raised them. also if you give someone poverty stricn who might go to drugs you give him a car he has to buy insurance and gas and maintnance fees, now wouldn't it not be easier to sling some crack with a car than to go to work in that car.
