I like this idea. I'm not really in the target market, so I can't say whether it would sell, but I think the name, "tough cookie" makes for great marketing.
The first thing to check would be whether Creatine would hold up under the high heat of cookie manufacturing.
Second, if I recall correctly, you need to take 2-3 grams of Creatine at a time. I don't know how much Creatine costs but it might make the retail price of a cookie snack too high.
This sort of reminds me of the KinderEgg concept; this (Austrian?) chocolate snack, like all of the other Kinder products, contain a mysterious white substance that kids love. Little do they know, it contains all manner of important vitamins and minerals. And the eggs have neat little toys inside, too.
It seems like a marketable idea to me. I would consider approacing a local organic or vegan bakery and seeing if they are interested in trying out the idea.
