I always thought the premise behind John Galt's "motor" / powerplant in Atlas Shrugged was very cool / interesting, ie, extracting atmospheric static electricity to produce power. It has been 47 years since that book was written, now in terms of actual physics, how viable a concept is this?

A somewhat different idea along parallel lines was tried by NASA using a long wire in orbit dragged through the Earth's magnetic field. There was an indication of success but the wire broke and I have not heard of any follow-up on the idea.
