It should be possible, with no new technology, to put together a small battery, a printed circuit and an LED into a package that would make a small disk that would flash for several days. The back of the disk could either be adhesive or have a thumb tack point that could be pushed into a bulletin board to draw special attention to a notice or used by inspectors at a site to call attention to a specific point of interest or by people moving into unknown territory that would blaze a trail for others to follow even in the dark. It probably would also be useful in military situations. I don't know if an ultra-violet LED is possible, but if so, special eyeglasses would make the mark visible only to those selected to see it. Infra-red might also be useful.

UV is possible, but AFAIK energy innefficient.
You can use high eefiecincy red, possibly infrared LEDs and a lithium cell, if not a couple AAs.
Such devices are readily available, although you've come up with some interesting new uses for them. I got a blinking LED disc at a bar on Mardis Gras -- it had a badge-type pin on the back and a transparent plastic Skyy Vodka logo on the front. Your ideas seem more practical than advertising vodka though...
