The first Tuesday in November should be made a national holiday. Many citizens don't vote out of apathy, but many fail to vote because they can't/won't take time off of work in order to make it out to the polls. If election day were made a national holiday, it would place more emphasis on the importance of voting, and help signify the importance with which we view civic participation and democratic institutions. If we are worried about adding another holiday to the calendar, I propose that we move President's Day to the first Tuesday in November--surely the framers (and other presidents who don't have birthdays in February) would approve of our celebration of their legacy as being tied to the strengthening of our democratic institutions.

Yes. I think that is whay a lot of developing nations hold their elections on Sundays.
I'd propose we move Veteran's Day from November 11th to voting day and mandate all non-essential workers take the day off.
Veteran's Day is already in November so the switch wouldn't be too big. Mandating it as a day off would also give voters time to reflect on why they are allowed to vote in the first place.
