Many state lotteries fund education -- the new one in my state (SC) does. But a common and perhaps valid criticism is that it hurts the poor the most, while only bringing in a fraction of the loot to poor schools.
Why not allow people to choose which schools their (many wasted) lottery dollars will benefit? Grocery stores allow you to benefit the school of your choice simply by scanning your discount card in at checkout, I don't see why the lottery couldn't do the same.
(A 'default mode' or alternative would be to fund whichever school is closest to the point of sale of the ticket.)
