Why not have a web site that would serve up a mailing list for any other website. To subscribe/unsubscribe, you'd go to "http://(website)/subscribe/(URL_of_other_website)" ...

Subscriptions would need to be confirmed by the email address being added to the list.

The only data that need be stored on the server is the subscriber list for each website, and a password for each subscriber. Costs could be paid for by google-type text ads appended to each email message sent.

Not to sure what you are getting at, but Yahoo groups is a web based message group which you can do by Email (group mangement by web only, AFAIK).

Ads only generate money if people have a reason to visit the site and stay, and further more ads want to define a target group... bad funding idea. As for the main idea, is this for SPAM control? Like they will ever make it easy to get rid of spam... they are making money... just like ads... see how that circle works?
