This idea is from my colleague Peter Schuck. It keeps cans and bottles off our streets. A 5 cent return deposit per cigarette would keep them clear of butts.

This idea was discussed in New York times Magazine several years back.

Maybe for used gum.

Or maybe if wrapping with a bar code from something you purchased is found as litter, you should pay a penalty

The cost of handling the large amount of cigarattes that have to be returned would probably be prohibitive. Furthermore there are hygene concerns when treatung cigarette butts.

Just add more tax to cigarettes and use the money to pay for street cleaning. Don't hold back- add lots.

Another solution would be for smokers to realize that throwing cigarrete butts out the window is wrong. We can give them $1000 fines until they get the picture. Somehow this is tolerated in our society and I am constantly avoiding burning cigarettes on the road. We could use these thousand dollar fines to clean up the roads too.

if people have to carry packs of cigarettes and lighters or matches around they can carry a metal case the size of a coinpurse to drop butts in. they could put a deposit on the case rather than buying it outright, that would be refundable in the event they give up smoking.

How about biodegradable filters on cigarettes...

I thought about a sealable compartment in the cigarette pack to hold the butts until one arrives at the proper garbage receptacle... it would be easy to implement, if it weren't for the fact that I doubt smokers would be interested in carrying the stench of half-extinguished butts with them (I'm an ex-smoker...).

Most smokers don't really care to get back the 5 cents deposits. Instead, you may find people collecting cigarette butts as well as used cans on the streets.

High fine may be more effective to keep the city clean.

Designing a filter that collects cigarette butts is a good idea.

How about banning filters altogether. Cigarettes are harmful either way. Nobody puts a filter on a joint, right?

If we would call tossing the butts out the on the street what it really is, littering, and fine the people doing it $200 a pop the problem would clear up in no time.

In general, smokers don't want to return butts for several reasons. Flicking or stomping out the butt is part of the smoking ritual-the rituals of smoking are part of the addiction. These people pay at least $5 per day to support a habit that makes them sick and will eventually kill them - $1 per pack isn't enough motivation. They're around ashes and butts all day, littering the ground with these doesn't really bother them.

Massive fines won't stop this problem for the same reason the death penalty has no effect on murder rates. Also, the police aren't around a majority of the time. After a quick glance, smokers can toss butts with impunity.

Possibly bumping the price to cover a 10 cent per butt deposit would be enough incentive. It would need to be convenient. Like a little compartment inside each pack with its own lid and durable enough to put out the ember. Have a machine at gas stations and grocery stores that count them and returns the deposit.

How about letting the common public non smoker take a bat to smokers heads? They'd be too scared to drop a butt in public for fear of head trauma.

5c isnt going to mean anything to most smokers. Maybe Boy Scout smokers collecting money for their club.

Smokers are so addicted that simple solutions won't matter to them.1. Increase fine-but you need ciogarette police to catch them.2. Install Butt cameras at freeway exit ramps and major intersections to catch violators.3. Include a disposal tax at the time of purchase. It might encourage them to throw butts as they have already paid for it!4. A driverside car window that won't open if there is smoke inside!5. Drastically reduce resale value of cars which have smoke damage.6. "boomerang" butts that bounce back to the car!7. Butts that "explode" and embarass thrower when they hit the ground.8. Cigarettes that are linked to each other in the box. They can't be disposed individually.9. Cigarettes with mints as "butts" that one chews and eats when it reduces to certain level. You smoked it-you eat it.10. Each box of cigarette sentenses the smoker to a week of butt collection. More you smoke, more you collect.

See No More Butts

Any edible material can be made biodegradeable. So the trick would be to make it decay faster. Ideally, the person chewing the gum would spit it out and it would desolve before it hit the ground. Dream on.



Our waste should be recycled in-general. So people should simply use the liter bins provided and not dump things on the streets. Having cameras catch people automatically and fine them to pay for the system sounds like a better idea. This could also help provide area security.
