A massive search is undertaken to find a prophesized savior for some noble cause.

The search is completed, but it turns out that this "savior" only plays a backstage, supporting role.

The story follows the person, and the audience is led to discover the importance of behind-the-scenes people, even if the more visible people in the movement don't.

You could model the whole plot after the US President and all the Defense and Oil Contractors who influence what the president does. About 300 families in the US control Government policy. A movie series that delves deeply into how the US Government actually works would be extremely interesting.
Sequels that provided the same scenario for different countries might give the public the insight in understanding international politics. Like Iran and their ongoing fight with Arab countries (Iran does not cooperate with the surrounding Arab regimes).
