(Posted in two parts, since each is really a separate idea, though one idea builds on the other. This is the first part.)
Some ideas, such as "Better Brake Light," have become all-stars on WhyNot. It's nice to know that a lot of people like it, but just a few ideas rated that high can cast shadows on a lot of other innovations.
I think ideas should be given a percentage rating, based on the opinions of the percentage of people who voted. That way, an idea loved by 100% of 20 readers can be seen to have a better rating than an idea loved by 21% of 100 readers.

I agree, but I'd take your score calculation one further in complexity, since you want an idea loved by 90% of 10 readers to outrank one loved by 100% of ONE reader. Not going to propose a formula, but of course one can be cooked up.
The other question is should rating be more complex than just for/against. I think it should, but I'll go into that somewhere else...
We need a category "All Stars" that don't show up in the "Users who liked this idea also liked" Say, the top 25 (or top 5%) ideas by positive votes, the ones everybody voted for. Everybody here has probably already seen and voted for them....

I disagree. It is important to know how popular an idea is as well as how good an idea it is. I would like to see a counter for how many Different people have viewed an idea.
