(Posted in two parts, since each is really a separate idea, though one idea builds on the other. This is the second part.)
This would be further improved by a slight change to the voting options. Instead of "for," "neutral" and "against," with the default being "neutral," the options could be "for," "neutral," "against" and "abstain," with the default being "abstain." (Think about it...you might like the basis for an idea, but not all of it.)
With that further improvement, your visible rating becomes "percentage-for," and "percentage-against." Intentionally neutral votes would count towards the vote total, but not be counted as either "for" or "against."

What about creating a Hall of Fame and a Recent Winners? The recent winners would be those that go the most votes over the last 30 or 60 days.
I like Barry's idea. The present display is of little use because it doesn't change. But how would I rate this item? I agree with the identification of the problem, but not with the proposed solution.
That would be a good division, and would probably solve the problem.
However, I still think I'd prefer a percentage (or an X stars out of Y average).
I agree with this, but again, I'd go further.
Right now, "against" can mean at least seven different things, maybe more.
- Impractical- Impossible- Harmful- Unmarketable- Incomprehensible- No actual idea was presented, just blabbing- No new idea (product already exists)
I think either we should get to flag which of these categories we think applies, or we should least distinguish between "I'm against this idea" (the first four?) versus "this entry should be disqualified" (the last three?).
