Does anyone knows hoe the idea of a virtual strikeon state owned companies would work?as I understand the state wouldserve as arbitror of a private company andits employees... but what ifthe state is the employer?I ask because this happens in a lot ofdeveloping countries, especially latin america.

in there the state often runs businessesand with democracy employees gained the right to go on strikes...

so I thought it would be more efficint tohave, like in WHYnoT book suggesteda virtual srtike.... butcan employees trust the employerto arbitrate????

This idea was adopted twice in Israel. In the first case, a dispute threatened to block the activities of all Israeli national parks during a peak season (Passover holiday). Since both management and union were committed to the educational mission of the parks, they agreed to continue operating the parks, but holding entrance fees in a shared fund. Only at a later stage, when an agreement was signed, were these moneys dposited in the management's holding.The second time was during a much wider dispute. The National Labor Court imposed a virtual on the government and the union. Restrictions have been imposed on the union, and all revenues from the ports and railroads were frozen, held by a court managed fund. This order was changed when the governemnt raised a motion to free resources for covering operation and maintenance costs.Do you know of any other examples? I'm keen to learn more.

But how would it work with, let's say teachers in public education?How would teachers from public funded education go on virtual strike?If they stop teaching, what is the financial loss for the government?This is an important question for developing countries wherea lot of education (many times even universities) is public.

Luiedu,Child care personnel in the US started a virtual strike. They continued to work, but made it clear using all communication media that having an underpaid educational staff harms education. This "strike" caught public imagination and helped this group improve their lot.

Still, that's not the only option. It can be agreed upon by government and the teachers' unions that a disruption of teaching is harmful for the economy. It causes many working parents to stay at home, which is a cost, it may pospone graduation, which may leave the army without a new cohort of soldiers, etc. The agreement can include a specification of the government's contribution if teachers call a strike, but stay at work.There're other options as well, a most importnat one is that the court, or another agreed upon third party will be assigned the task of specifying the cost for the government.
