To help prepare for fast rising water from an impending flood, why not fight fire with fire (or water with water, in this case). You will need a pump and some big flexible tubes, strong enough to fill to 2 or 3 feet diameter and not burst. Then you will have to affix the yet unfilled tube to the line of defense - where the sandbaggers are usually stacking to stop the rising water. Perhaps a staking system or heavy objects, or shape the tube in a way that it doesn't want to roll away when the wall of water starts rising (curled like the Hoover Dam?). When the water is approaching - fire up your pump and use the rising waters to fill the tube (fast!!). I think this would be quicker and less troublesome to get rid of after the flood recedes than sandbags. I've never been in a flood, or been on a sand bagging crew (but I've seen them on TV!), so I'm sure there is lot's of room for improvement here. Like the length of the tube must be optimised, and you might need a way to attach the ends of adjacent tubes.
