Since no state requires the use of parking lights when parked, why not eliminate parking lights on new cars. Turn signals could be linked to low-beam setting of headlights and taillights.

That's essentially the way "parking" lights work on many North American made vehicles, except there is a headlight switch position which only lighs the "parking lights" and instrument/dash illumination, and they they have red lenses on the rear(as opposed to the amber on many European and Asian vehicles). They are there otherwise as marker lights to see the vehicle from the side or rear.
