I have seen jewelry made of LEDs that blink using a battery that lasts a week or so. If a small disposable LED with a chip circuit and a small battery had either a thumb tack point or an adhesive dot on the back it could be used to draw attention on a bulletin board to an especially important notice. It could be coded for red for danger, green for opportunity, yellow for caution. It might also be useful elsewhere in a work situation on construction where a spot could be emphasized for marking or danger.

I like the idea a lot; however, those with brain issues might have a seizure from the blinking.

It could be a thumbtack with a very reflective, colored coating on the head. If the coating was highly faceted, it would be very eye-catching.
Also, people would steal them.
A further more complicated variation would include a ring of material surrounding the LED which would automatically convert daylight to electricity to recharge the battery for indefinite prolongation of use. If the LED would not flash unless it was stimulated by an RFID type circuit energized by an incoming signal, a permanant path could be blazed through unknown territory visible at night when a user flashed a signal to the system. This could be useful in military situations as the energizing signal would be available only to friendly forces.
