Look at the number of hit movies that have been made from public domain source material. H. G. Wells, Arthur Conan Doyle, Bram Stoker, Mary Shelly, Herman Mellville, Edgar Allen Poe, William Shakespeare, Oscar Wilde, Charlotte Bronte, Jane Austen, Alexandre Dumas, etc. The list goes on and on.

Why not put together a film company dedicated to exploiting these resources?

The whole point of this company would be good entertainment at the least possible cost. I see the company hiring actors on a contract basis for some period of time, maybe a year, and then casting them in whatever roles would be suitable during that time. Likewise I would expect to see a professional, fulltime, writing staff whose job it would be to produce screenplays from the original material. Maybe you could offer profit sharing as a benefit in case there should be a smash hit. That way the writers and players could share in the success.

If the money were spent on reasonable production quality these films would be very cheep to make and would not require bringing in $200 million in order to be profitable.

This would also allow a great number of great stories to become accessible to the general public in a way many of them have never been before.

Nice idea, but the economics don't differentiate it at all from other film companies. Coming up with the original story is just too small a part of the total cost.

Beyond that the cost of the idea is minimal, the final product rarely is faithful to the author's original concept. Scripts go through so many changes that the film frequently has nothing to do with the original story.
