Use RFID for first class mail stamps. Users will buy an RFID writing (programming) pen from USPS, and write the address and zipcode on the raw rfid stamp, which also appears in Ink on the envelope. Mail sorting facilities would use RFID readers to sort mail for each zipcode using RFID readers.

RFID isn't quite printable tech, yet.
Doable, and I think done now, is a printed stamp, which has a complex optically readable bit pattern, than can be printed using conventional printing technology. Now mayby you can print them ion RFID.
This would require significant overhead, and might not help delivery of ordinary mail. It might work for priority/registered mail and packages, however. These could use RFID instead of their current barcode, and already cost more, which would cover the changeover costs of RFID readers/stamps
