Although there are commercial firms offering music clips at a price for use as background accompaniament for video, I have not seen a dictionary of music clips which would sort by mood or action. Some of these might require copyright release for commercial use but there might be allowance for non-commercial limited distribution use at no cost. A good compendium would cover all types of music from folk songs to classical to more modern forms into electronic effects. Although their use may require payment, it would be very useful to at least locate an appropriate piece and be able to hear it before deciding it was worth the cost. It might also be useful for assembling a sketch of the final music accompaniament which could indicate the area in which an original and more appropriate final piece of music might be composed.

The music industry wants to charge you every time you play a copyrighted bit of music, they're not going to go for a scheme like this unless you can guarantee them they'll get paid for it.
