Just like cell-phones, we could have pay as you go cable TV.

It would be like cell-phones that one pays for only the minutes used. But one does not need to buy the minutes up front. At the end of each month, one would get a bill for the minutes used each month and the corresponding charge. If you do not watch any cable TV, then there is a minimum service charge.

Along with this, there will be the existing fixed rate plan for cable TV.

And there are set-top boxes which are used to provide digital content, so these same could also be programmed to monitor cable TV usage if one chooses the pay as you go plan.

I think there is a market for this. There are days (sometimes weeks) where I watch very little cable TV, but still get stuck with a 50$ bill.
