Considering the nature and the danger of the threat to the civilian population and the total inadequacy of the organization and the funding of the defense against terrorist proliferation of a dangerous disease in the USA it seems obvious that the whole organization should be put under the aegis of the Department of Defense. There is never any problem with funding from that source and it is more likely that it would be treated more efficiently as a branch of the Defense Department than the civilian health facilities which are today totally inadequate

I quite agree.
I'm not going to hold my breath waiting for DoD to come to my rescue. I'll seek out training and information for myself, and take what precautions are necessary for my own safety.

There are some situations where uncoordinated individual action is totally inadequate. This is true in a murdererous disease pandemic as it is in war. There are some individuals to have the rather peculiar idea that cooperative civilization is a hindrance rather than an enhancement to human civilization. They are wrong. Every man for himself means no man for all and the rule of divide and conquer works as well for disease as it does for inter-human aggression.
