Much of the developing "third-world" does not have electrical power. These people are seperated from the rest of the world. Their governments do not have the money to build new power plants or connect the people in villages to the grid. Instead, why not allow villagers to produce their own electricity using portable, low-cost generators (possibly donated by a company like G.E.) and a source of fuel they already have; biofuel (human and animal manure, waste from crops, etc). The fuel would be burned and turn turbines, etc to produce electricity. With electricty, the people in these villages could power electric pumps for wells, water purification systems, and other neccessities. Much of the illness and death in these parts of the world is caused by dirty drinking water and drought is prevalent. Maybe someday phone lines and even internet connections could be set up. I don't know much about the technical aspects of power production or using biofuel, so the views of anyone who does would be welcome.

Especially in the third world there may be no effective means to attain peak efficiency, the small amout of biowaste they would produce wouldn't be enough to power a whole lot.
I don't consider this idea to be valuable for a few reasons.
First, this is already being done.
Second, the gist of the idea is "why don't some rich folk (not me) give away millions of dollars to some poor folk".
Third, the idea is too limited--the same arguments apply to solar energy, wind energy, etc. Any sort of decentralized energy source would work well, and the lower maintenance the better.
you know electric energy its not needed for a society to work it need a good organization thats all see roma for example the good period before gays it dosent need electric energy to solve all the problems just a good organization and hard work i believe that sometimes electric energy create more problems than benefit if not see what tv its doing to united states and more countries society its not getting better
Places where drought is prevalent are not designed for human habitation. You may as well be trying to "live" on the moon. Better to promote depopulation and/or relocation.
