Basic literacy in reading, writing, and math is low (averagewise) in the U.S. compared to other industrialized nations. For this reason, we need a policy where qualified volunteers can get incentives like some tax deductions. (And I think we need to monitor improvements somehow to help avoid fraud and thus encourage reasonable skill developments.)

Of course, it doesn't have to be just in education, so please give your thoughts on the types of community service volunteers should get credit for. Also, it may be a good idea not to make the credit too high though.

Also, give your considered thoughts on whether people should pay (and, if so, how much) for courses that would train them to be qualified volunteers.
