I had this idea last summer, and it seems like someone at Cellphedia had it recently as well. I was sitting with some friends on some large rocks placed around a courtyard at my university. Someone asked what kind of rocks these were. We thought for a while but noone could think of the answer. I said, isn't it funny that we're in a centre of learning, and 5 minutes away there are a slew of geologists who could answer this question in a second? I suggested that it would be a good idea if I could send this question out to the geology department and have one of the profs or students answer it. People who had signed up for being the "brains" could scan new questions and send an answer back to the system. The system would then route the answer back to my cellphone. Anyhow, I guess this is being implemented by Cellphedia but I haven't checked the details other than the fact that it's based on SMS messaging which I know nothing about. Cellphedia might be a global solution, whereas it might be nice to implement "local" solutions (ie. universities, colleges, cities, etc.) where there's some form of camaraderie or kinship.
