Set up a store in a mall or next to a large electronics store, and buy rebates from people as they come out. They get money now - less money then the rebate is worth, but they don't have to go through the hassle of filling it all out. You get continued income over time due to the rebates. This could probably be easily incorporated into a mailing store or something, that is always manned and always sending things off. You already have employees who have time btwn customers that could be used to fill these out.
