We need a driver rating system. This way, when someone cuts us off in traffic or does something similarly stupid, we can give them negative feedback. Police can then access this feedback rating to determine if drivers should be ticketed. Eventually, it could be implemented as a surefire method for ticketing. In other words, if your feedback rating drops below a certain point, you could be sought out by the police and ticketed. On the flip side, drivers who behave well on the road (by executing good driving techniques, by being courteous, et cetera) receive a positive rating. This number can be used as a determining factor when the police are considering ticketing a driver and could, eventually, be used in a court of law to show a driver's impeccable driving habits as a defense. To implement this idea, wireless technology can be used to update a database which contains information about cars and drivers. Everything from car license plate to driver appearance can be entered into this database. Once ratings are entered, the database is automatically updated and republished for everyone to see. People can access this database to see your driving habits. This, inevitably, will lead to better driving habits on everyone's part. Parents who lend their cars to their kids: beware. When you get repeated bad ratings, your only recourse will be to perform good driving deeds to better your score.

Yes If you could just put in the drivers tag number and what was done and the location then the bad drivers will bulid up a record. Just this past year 2005 a driver cut off a another car and the driver was killed on Rt.60 heading West into Pinellas County Florida. That Driver is still out there.
Cars should grade each other. As you drive down the freeway, every car you drive by measures how fast you are passing. If you are passing faster than the average car is passing, you receive a poor driver grade from each of the cars you pass. This requires cars to broadcast an id number and text message the id and grade to the CHP. After receiving too many bad driver reports, a ticket is automatically mailed to you.
