Have a program that records the links locations or companies that are trying to get you to patronize their site this should work for pop-ups and any web advertising as well.

The program would log this site by domain name and send it to all users of the program, all user could then use the info as a block list to filter or just a notification that these sites contribute to malicious advertising allowing them to choose to boycott the site.

This would make any malicious advertising hurt the company more than it could every help it sell.
