People who sign to be organ donors, will be first on the lists to receive organs should they need them. People who refuse to be possible donors go to the bottom of the list. This should increase incentive to become an orgn donor.

There are many factors that go into the decision-making process. I think the medical profession would have every right to use that as one of the determining factors and I think that can lead to a nationwide awareness program to get more people to sign that card.
