Allow users to link ideas together if they are similar.

Have a little button that says "I've seen this before" or "Similar ideas...". When the user clicks on it, they are presented with a drop down list that allows them to navigate to the category where the similar idea was posted, then the ideas are listed and they choose the one that is similar.

Advanced features include a mechanism to undo the linkage, and a notice that goes to a moderator to confirm whether it really should be linked.
