Foxylicious is the closest thing to a utility such as this, but I would like to be able to export my bookmarks from http://del.icio.us/ into a small database that could be edited locally, and then submitted back into my del.icio.us bookmarks.

Presently, there is no simple way to manage all your bookmarks on del.icio.us. This should be cross-platform, and if possible, browser-based like a local wiki.
