There are comments that the NASA is operating "in the limits" by having only three space shuttles. In that case my thought is: why not doing a "retrofitting" of the prototype (the "Enterprise") in order to have the four shuttles fleet again? It can be also be configured to become a "life preserver" for the International Space Station.

The shuttle design is EOL. They ought to look into something else now.

The shuttle is dead. Simple as that. There will be no requirement after the IIS is finished to build new space craft (other than the parts) on earth. All inter planatary craft will be assembled on the IIS.

All space craft which will actually have non-payload missions both manned and unmanned will supposedly be designed and pieces built on earth for re-assembly in space. The replacement should suit ONLY the transport of this material to the IIS and later generations of the IIS which again can be built using the IIS as a base.

The new shuttle will therfore be an ugly workhorse designed to carry the maximum capacity of items to the IIS with the least amount of waste and fuel.

As far as I know latest thought on this is to make it a several stage rocket but with the disparate pieces actully being carried with the vehile into space and themselves USED as materials for construction.
