When you make a call you may have it answered by a person, an answering machine or a fax. My idea is to send a single number code previous to the number itself, so in case the answer is not the expected you will get a special tone and the call will end automatically. The only second used for the answer will be free of charge. Specially useful in countries where you don´t have a "Flat rate". Also useful to "tell" a fax with an answering machine to automatically switch to fax mode in order to avoid delays ("press # or * key to send a fax"). Similar features also available.

Sounds doable. Just needs all of the phone companies and fax machine manufacturers and answering machine manufacturers to agree on a standard. Also need the phone companies to agree not to bill for that first second... a much harder hurdle to overcome.
