They might exist already... I used to have mittens that did the same thing, but with 9v batteries.

Just Google 'heated slippers' or 'electric slippers'. There are many kinds already available...you can find them with power source by everything from batteries, AC power, microwaveable...even slippers that plug into the USB port on your computer!
