The boiler in most american houses is in the basement or some place where the heat generated to heat water (for heating and hot water) is lost. Then additional energy is used to heat a stove in the kitchen. The idea is to put the boiler in the kitchen in a nice looking box so that the water-heating fire also heats the burners and the oven... so that cooking does not require additional energy.

My boiler is gas-fired and 90.7% efficient. The exhaust gas is cool to the touch- you would have to work hard to get any 'waste heat' from this...So, if your boiler is that inefficient change it (and help the planet).

It *is* a little strange (if perhaps necessary) that we should place the central heating system in what is usually the coldest part of a house, the basement.

The fire in modern furnaces is small. Forced air systems would be too clunky to have in the kitchen. The basement needs heat, to keep the plumbing from freezing, and the small amount of heat emitted by a furnace is usually enough to do that.
