I believe 404 messages are produced by the websites local server. A refresh link would need to be generated to a website where ads could be presented and the submitting IP address credited.

Good idea. Sometimes all it takes is for someone to contact these firms to suggest to them that they would earn kudos points if they ran a small information ad on these 404 pages. You might get a better response if the information ad was about charities.
