This basic logic can be applied to any limited resource (as you noted). However, running the system in this manner becomes incredibly cumbersome, especially if you have separate systems for each resource.
An alternative is to just tax each resource appropriately, and then provide a regular dividend to all citizens. This is the basic idea behind the Citizen's dividend.
This would require a large government bureaucracy, costing more than what we save.
