With landfills overflowing and no incentive for people to limit trash disposal, why not charge for trash collection by the pound? This is the only “utility” that doesn’t charge for quantity used. A simple trash bin can be developed with an integrated scale that automatically weighs refuse and transmits data to a meter as the garbage truck approaches. The same signal that activates the transmitter unlocks the lid, so neighbors can’t load up in your can. Pay-by-the-pound will encourage recycling and composting.

In many municipalities they collect trash only affixed with "bag tags". You buy them at City Hall, or from the corner store or whatever. The tags require no more infrastructure be intalled into the home or garbage trucks, of which radio transmitting scales would be.
the complications to get this approved by the government are insane. but then again, so is anything else. I love the idea!
People dump COUCHES on the street here in Miami. What's to prevent people from throwing trash everywhere except their designated spot (which they have to pay for)? The idea is nice, but it won't work!
