Why not enable individuals to set aside pre-tax earned income into your very own gift or charitable account. This idea is similar to a Medical, TRIP, or Childcare flexible spending account. This charitable gift account could accumulate an amount you designate from your pay check to be used for future charitable donations.This idea would increase overall charitable contributions because of the increased tax incentive. This idea would also help people better budget, plan and track their philanthropic goals and objectives. That's right I am proposing that you receive a charitable deduction on the gift you ultimately make from the dollars accumulated in your pre-tax charitable savings account.

There is too much of a risk related to taking advantage of peoples good will.
I don't have any faith in charitable organizations. I was coerced to donate to United Way when I worked for a City Government up in Michigan. Being told that my advancement depended upon my overall character. So I did NOT donate. A couple of months later a story came out in the news that United Way paid it's staff a very high fraction of all donations collected and that only a very small amount made it to those actually in need,Look at these avangelists, taking advantage of the elderly. This if very public, do you see any oversight to prevent this abuse? Your proposal has similar flaws. No realistically effective oversight.
