It would be amusing to have an underwater garden filled with amusing and beautiful fish and other undersea creatures with a sandy bottom. It would be cut off from the general sea by barriers to prevent dangerous intruders. And it would be available to swimmers with no undersea gear. Instead hemispheres of transparent plastic could be anchored to to the bottom with free space underneath for swimmers to get under the dome and with fountains of air underneath keeping the air captured inside fresh. Swimmers could move underneath from dome to dome to see the various sights. A larger dome could even be a bar for soft drinks and other refreshments where swimmers could take a break from moving through the garden. Of course there would have to be expert swimmers throughout the area to prevent bad situations but the depth could be quite moderate so the surface would always be close for emergencies.

If admission wasn't too pricy, I'd go!
I'm digging the domes (like clear diving bells), but the depth could be an issue. It has to be deep enough that the domes are not poking out of the water (ruins the effect), but shallow enough that people don't get the bends coming up. This is a tough one.
