When someone slips and falls on a stair the sharp edge of each step can inflict a mean blow to a tender part of the body. If stairs were provided with an inset of soft material on their sharp edges it might cushion the blow sufficiently to prevent a catastrophe. Rubber or a soft plastic would do the job. A protruding nosing on the step is also a danger and can cause someone to trip and fall.

But something soft is a bad idea as it wont be as stable when walking down the stairs and would be far more dangerous.
The edge does not need to be thick enough to present a hazard when climbing stairs.If it can soften the impact of the hard edge striking a vulnerable part of the falling body it can mitigate many dangerous injuries.
I already have a soft edge on the basement steps. It's called carpeting.
