It would slow things down and risk clogs, for a paltry amount of power.

I don't think that there's anything special about toilets, except that toilets tend to have a very high flow. But toilets have a high flow for a reason--to push the waste thru the pipes. I wouldn't want to interfere with that.

There is no free energy. Greater water pressure would be required, therefore more water needs to be in the toilet bowl to start with. It takes energy to put it there.
